Because they have more vision than ISOC does.
That's about right.
There was a time when folks in the Internet community rotated in and out
of Program Manager slots at DARPA (can you say Licklider, Kahn, Cerf,
Taylor, Roberts, ...) and an awful lot of folks had a lot of input to
various research and funding agendas. Not so much anymore. Networking
related topics seem to have fallen off the list on the BAAs and SBIR
solicitations I see - there's certainly important work to be done, but
folks don't seem to be promoting a research agenda as much. (Well
somewhat at lower levels of the protocol stack, but application stuff
seems to have really dried up.)
