The set of options has not been rejected, at least in the current draft. The current draft leaves the structure open-ended, expecting the IETF Chair to consult with assorted folks (including IETF leadership, the community, ISOC folks) and figuring out the right approach. Given the unusual set of circumstances (for example, the fact that this is traditionally a corporate Human Resources function but that the relationship is not employee-employer), leaving this flexible seemed to make sense. I'd personally prefer that we as a community don't try to figure out all the details, but rather trust the IETF Chair to consult with the right people and figure out something that works.
