I don't think there has been any such discussion (atleast publicly on the list). Lack of discussion is not evidence of bias. The issues discussed  were familiar to most people on the list. The best way is to jump on the list and make some suggestion and see how people respond, rather than make assumptions. Also regional issues are definitely non-trivial/not easier and very nuanced from region to region.
