Yes, it's a PDF file, not a standardized format!  Talk about not
eating our own dogfood!

13 days for the vendors to become aware of the proposal and answer it?
That sounds unlikely to get optimal participation.  (Unless the IAOC
has already been working with prospective vendors.)
