I believe what it's trying to do is exactly what you are asking for. It's in trac wiki form because it's intended for eventual adoption by the IETF tools site. I've been pursuing the activity somewhat like I did for the Outcomes wiki, although this is proving to be much more effort: getting the design right and adding initial data is more complicated.

As a counter-example, you might want to look at the XSF's higher-level documentation:

http://xmpp.org/xmpp-protocols/xmpp-core/

I think entirely written by Peter Saint-Andre.

It does highlight a problem with such documentation actually, in that it's somewhat out of date in places; still, it's far better than nothing, I think.
