 ...   for all that was wrong with it, the original Netscape Cookie 
       spec is no longer available from its original source.
       Some effort was required in the current http-state wg to
       pin down an acceptable stable reference. 

In addition, for some portion of the IETF community, the RFC process is
how they document their ideas, experiments, etc. Having this work product
collected in a familiar location adds value to the IETF. I suspect it
also improves the RFC authoring skills of the contributors.
