In the past (as recently as a year ago), some consulates
interpreted #5 (or its predecessor) as requiring both the
invitation letter and that introduction letter _and_ required
that the introduction letter state that the company would accept
responsibility for all expenses, etc.

There have been consular differences in the past; compare

with the material Bill quotes above (and note the very narrow
definition of a Tourist Visa.
