In my opinion, theoretically, we *can* make the Internet uncensorable, at least makes all intermediate nodes unable to censor anything. The TL;DR answer is FEC algorithms.
I'm afraid your idea won't easily become a practical way to improve network neutrality. IPv6 and SCTP bring somewhat equivalent change, and their lack of adoption is significant. (TLS has seen more luck, and I'd go for it.)
