IETF representatives (e.g. Working Group Chairs) have a duty to the corporation to read email sent to them on IETF business, and should not try to unsubscribe. so yes, he actually did that.
Are you asking the Trust, or the IETF leadership, to send a cease and desist letter?
I hadn't thought about that, to be honest. While clearly he can plow through archives to get addresses I don't think he should be allowed to subscribe to IETF mailing lists while he's doing this.
