Adding a small technical correction, since John L's response covers the rest:

"without prior arrangement" is a phrase that is used about most Internet protocols. It refers to prior arrangement *between the two participants*.

All sorts of other arrangements are common, for using the Internet, such as getting an IP Address and a domain name.

Nothing about VBR encourages a change in being able to send mail between two parties without prior arrangement... between those two parties.
