I see your point. I do expect the IESG to make a judgement call and not turn down a work merely because it may have some relation to the work being carried out in a Working Group. Although I don't like the word "harmful", I see the rationale for that word in the text.

I don't care so much what words we use to say this, but I would like to see that the ability to make this judgment call is retained. This is why I like the current text more than the proposed one above.
