Given ICANN's board approved the EU delegation and AC and UK were  
delegated some time back, it would seem there is some room for  
argument on this point.

I am not speaking of history and yes I am aware of much of it.  I am  
speaking of current policy.  If you feel that policy is in error,  
please raise it with the ccNSO.  IANA only does what it is told.  But  
you know this.
