Good point. So let's see if we can raise the average packet size used on the internet. If the router and switch vendors build their equipment such that they mostly use energy when actually doing stuff (such as routing table lookups) a reduction in the number of packets for the same amount of data would reduce the amount of power used to perform the data transfer.
A lot of equipment out there is already capable of using packets larger than 1500 bytes but the protocols are too limited to use this capability where it exists in a manageable way.
