That has been amply demonstrated on this and other threads, without naming anyone in specific. And, the incompetent, if they attend a sufficient number of IETF meetings, are also capable of putting their names into the hat and have a random chance of being selected to serve on the Nomcom, like everyone else. There is the hope that by the time have served on the requisite number of IETF meetings and worked on various IETF projects, that they will have learned enough about the community which they are proposing to serve that they won't, perhaps, be as incompetent as when they first started. No, it is not a mob rule by the uneducated. Some would say this is a good thing. The uneducated mob can and does rule by exerting pressure on the vendors, of course.
