My understanding is that this makes the IESG much less in charge of what the individual submissions say than what the situation was before. Basically, there's only a check for conflict between the submission and IETF work. And obviously, non-IETF documents get a note which clearly explains that the document is not an output of the IETF. So, I would actually expect the situation has improved since the publication of RFC 3932. The rules seems clear and fair to me.
