that is why the core to any format change needs to be the format the editor uses. moving them from nroff to xml2rfc is key to any strategic improvement in things.
they probably would not mind being moved from a simple text editor, that requires they get all the formatting commands exactly right, so some that is format-aware and can help, or even entirely do, the formatting...
