Not so. Under exception (a) of clause 4.3 of RFC 2860, the IETF can require IANA to reserve such a pseudo-TLD. If anybody thinks we should do so, feel free to write a short draft. The advantage of doing so would be that operational recommendations for special handling of this pseudo-TLD by resolvers could then be made.
