Keith, if you want your postings to have a constructive effect, it would help if 
they took a constructive tone and had constructive content, rather than making 
essentially slanderous claims about end-runs, and offering hypotheticals for 
which there is no basis.

The document had quite a few, independent people contribute to it.  It has gone 
through considerable evolution.  These are facts.  The form cites these facts.  
Whether you think there needs to be more discussion and modification is fine, 
but don't start looking for silly conspiracies.

The document is being offered to the IETF in the usual manner of an independent 
submission, for the usual manner of review and, if necessary, modification.

Rather than nit-pick the form that was submitted or cast aspersions on our 
motives, why not focus your considerable talents on constructive dialogue?
