The issue that I was raising was about parity of authority.  Pete was raising an example that demonstrates a lack of parity in the terms of the arrangement.  

If it were clear what "partnership" meant, in terms of management responsibility and authority, then perhaps it would apply.  

In any event, since this is an *IETF* administrative function that needs doing, then making ISOC a "partner" means that we are, in fact, handing over some portion of control of the IETF.

Ultimately, it's rather difficult to understand how this partnership is fundamentally better than the existing one that is causing so much trouble, or how it will be prevented from devolving into also being that much trouble.
