It's probably just a mistake in terminology. If you say "nearing Last Call" in the IETF, that means a whole lot of process work upfront, which has not happened for this draft, but has for the other one noted there.
Although I know a fair bit about the IETF process, I'll admit that I saw "discussed on ART" and figured it was somewhere in the review process. I didn't assume that it was last call, but figured they must be mature enough to request our WG to look at them. The status tracker for bormann-MNU didn't indicate such a status. Sorry if this produced any churn or confusion.
