I think John's draft is mostly good. The title is not that good. I would say "Marking Internet Drafts as Inactive" or something like that. If you go look at the datatracker page for that, it's kind of confusing. Maybe it would be better to start from what we want that page to look like.
I think it best the title not assume more than not expire.
If there's a WG being spun up to deal with these issues, I agree with Rich that we should hold off and let them take it up.

Thing is that I am currently slogging my way through what BlueSky have done to OAUTH2 and while I like what they have done *A LOT*, I do not like having to go through layers and layers of documentation from all over the place and I would really like to be tracking that so other folk don't have to redo my work.
What I loathe about OpenID Connect is that it became a centralized portal controlled by three big tech providers. And that means a lot of players are never going to allow OpenID authentication to their site because that means handing their business to the Identity provider.

Now that is a handle I am willing to accept for my Palimpsest tool which just happens to allow collaborative editing of... Internet drafts.
My original idea was to allow people to OAUTH from the IETF datatracker but, I have converted to thinking AT protocol have solved the open identity problem for folk who own DNS names and that is most of the folk who collaborate on Internet drafts.
Anyways, imagine I have this thing complete, first thing I would likely do is take all those source docs and annotate them with my observations and then use those comments to create a 'how to draft'. Let's say it is 'How I did OAUTH2 with ATProtocol Dec 2024'.
Forget the concerns about how numpties could shoot themselves in the foot by implementing stale drafts: NOT OUR PROBLEM!
The whole point of these documents is to provide information other people MAY or MAY NOT find useful.
