I think John's draft is mostly good. The title is not that good. I would say "Marking Internet Drafts as Inactive" or something like that. If you go look at the datatracker page for that, it's kind of confusing. Maybe it would be better to start from what we want that page to look like.
If there's a WG being spun up to deal with these issues, I agree with Rich that we should hold off and let them take it up.
