The attribution might be somewhat incorrect. :-)

If I am not mistaken, the existing IETF policy does not account for some threats. I suggest reading Section 5 of RFC 7624 if you are interested in the security angle.

The above is a good summary.

The consensus within the IETF Community was that "an Internet Standard is characterized by a high degree of technical maturity and by a generally held belief that the specified protocol or service provides significant benefit to the Internet community". I am not sure how that is actually assessed by the IESG.
