The "we can agree" is harder once dispatch exists. It's existence incents WG chairs, ADs and dispatch chairs to conclude "non-obvious" just in case, or to avoid being blamed if in CYA mode. I also don't think there've been many dispatch slots where it was hard to know how to get the answer. Cheers, S.
