Maybe not.

During the last meeting in Beijing, one of the local attendees gave his badge to someone else.  The hotel provided security guards refused the new person entry.  (And no, this wasn't someone giving their badge to someone else in front of the guard.)   Those pieces of information taken together suggest that local attendees are probably vetted very carefully and that will limit the pool.

But yes - I believe we'll see more PRC attendees at this meeting than at any other meeting since Beijing.  I would also guess that will be offset a lot less US attendees. And I'm pretty sure flight costs have little to do with those numbers.

I'm hopeful the IETF will recoup the costs to hold this.
