Let’s talk about Shenzhen, shenzhen is nearby hongkong. The possible good hotels in shenzhen is around 50 kilometers away from hongkong airport. You can take a public bus or rent a special car to Shenzhen.
If ietf meeting is in Shenzhen, the host can consider to arrange a shuttle bus between hotels and hongkong airport. I heard that hongkong air tickets are cheap. So flying to hongkong should be cheaper than Beijing or Shenzhen directly.
Another advantage is that most people can fly into hongkong with visa free
