Reviewer: Geoff Huston Review result: Almost Ready In my reciew of the -08 version noted some issues that I felt could benefit from further clarification in Section 2.3 as to the circumstances when IETF antitrust provisions apply (points 1 and 2 in the review https://datatracker.ietf.org/doc/review-halpern-gendispatch-antitrust-08-dnsdir-lc-huston-2024-05-20/). The text of the draft is unaltered from the -08 version and my comments about further clarity of the intended scope of application still apply. I also noted that I felt that the topic to avoic (section 4.1) should be noted as an illustrative list, and not necessarily an exhaustive list. Finally I also noted some uncertainty relating to the expentation to "behave lawfully": "A participant participating exclusively by mail in an IETF activity, and never physically leaving their country of domicile must behave "lawfully" according to the laws of which jurisdiction?"
