While the old wording was confusing (at best), the new wording appears contradictory. Did you intend to say something else and the above was a typo/ transcription error? Perhaps a third way to write it, closer to the second, might be something like: 'When the meeting space is co-located with the IETF hotel, the combination tends to build a strong sense of community among those participants and staff who stay there. That sense is diminished when the hotel and conference facilities are separated.'
