While the old wording was confusing (at best), the new wording
appears contradictory.  Did you intend to say something else and the
above was a typo/ transcription error?    Perhaps a third way to
write it, closer to the second, might be something like:

	'When the meeting space is co-located with the IETF hotel,
	the combination tends to build a strong sense of community
	among those participants and staff who stay there.  That
	sense is diminished when the hotel and conference facilities
	are separated.'

That isn't very good either, but at least the point is more obvious.
