You are still configured as the moderator/owner of that list.
The first set of moderator reminder messages that were sent out
had no link back to the lists management interface. That was
changed at our request. Any that you've received in the last
couple of weeks should have one.
The schema for the moderator/owner URL to modify or moderate
lists is
https://mailman3.ietf.org/mailman3/lists/<acronym>@ietf.org
(change out the domain in both places if the list is at iab.org,
or rfc-editor.org).
https://mailman3.ietf.org/mailman3/lists/sipping@xxxxxxxx will work once you've created an account there and claimed your address.

I think the problem here is that, as far as I know, there has not been a clear "all hands" announcement that people now need to create new accounts. There have been announcements to WG Chairs and tools-discuss aficionados, but I don't recall a general announcement.

I end up at https://mailman3.ietf.org/mailman3/lists/?all-lists and (if persistent) end up in a place where $PASSWORD doesn't work. Yes, it does at some point say "If you have not previously signed in, you may need to set up an account" but of course I *have* previously signed in, so for someone who hasn't been following the details, it is confusing, exactly as Stuart describes.
If that message could say "If you have not previously signed in since the recent transition to mailman3, you *will* need to set up an account...", it might be less confusing.
That said, once done, the results are nice.
