There are lots of standards where you can find close to final drafts or
pirate copies on the net, but I wouldn't want to make a practice of
depending on it.
(And, yes, we need guidance in place that gives us bargaining chips for our peer SDOs.)
Their response is invariably that they'd be delighted to give away their
standards for free if you can replace the revenue they get from selling
them to people who use them. The IETF is uniquely fortunate to have a
sugar daddy that provides several million dollars each year to pay for our
standards process so we can give away the results for free.
In any event we seem to agree that while it's nice to use free resources
where we can, sometimes we can't.
