I did not understand where the "13 entries on this 18 entries list" came from when I first read your email. I read a message which was posted a day or more after the above and found the explanation.

The messages archived by the IETF are not the same as the messages received by mailing list subscribers (please see From header field). I gather that the intent of the person who wrote the script was to publicize the email addresses of the authors of the messages.

One of the questions which you asked is whether the emails serve a legitimate purpose. My answer would be no because of the way in which the question is worded.

My response to the second question is that it would entail writing an Internet-Draft.
