Well, no one will write the draft. It would be absurd.
A self-appointed, if well-meaning, individual statistically summarizes the list. They could of course just make a web page, but no one would read it, so they send it to the list (it's spam).
If we're really after transparency, we could do a weekly summary email that scores everyone with Grammarly's readability metric:
Everyone would flip out at that sort of message.
