Every real world system I know has some way to do an administrative
override if you present enough external data, e.g., a death certificate.
Also, at least one real world email system widely used in our coummunity
has an "inactive account" feature that will send email to a *different*
nominated email address (e.g. a family member) in case of a few months
inactivity. Something similar is conceivable for datatracker accounts.
