The publication of email addresses of participants is a core part of our policy of transparency and clearly set out in our Privacy Statement https://www.ietf.org/privacy-statement/
In case it wasn't clear, I think it's fine to publish addresses and I would have no concern if I were getting mail somehow plausibly related to a draft, or some message I wrote. But this looks like bulk scraping to send spam.
