I suppose, but after 25 years, I don't think anything else we said
would make any difference. "Expires" has an English meaning, it's
fairly obvious how it would apply to a mail message, and people will
do something that makes sense to them for expired messages regardless
of how many MUST or MUST NOT we might add, trying to guess what they
might do that we might not approve of.
The goal here is to interoperate, and we've squeezed all the interop
advice blood from this turnip that there is to be squeezed.
But X.400 aside (we don't need to evaluate the wisdom or lack thereof
of that document), the English word "Expires" is actually ambiguous,
and the potential for misinterpretation is a big part of the problem
with this proposal. So I disagree that it is fairly obvious how it
would apply to an email message.
I would prefer something closer to "Valid-Until".

"Not-Valid-After" or "Discard-After" instead. Valid-Until is not quite
equivalent to Expires as it could be taken to mean "Valid at least until
X but may continue to be valid after - YMMV"
That said I'm fine with "Expires"
