Is it necessary to reference it? Using lower case is fine if that is what you want to do and in such a case I see no reference to RFC8174 as needed. I flagged it as something that is often raised as a query by the IESG but if it is the consensus of the WG then that is ok. This is a corner case since the text is in a message and if you make that UPPER case then users not familiar with the quirks of the IETF may wonder what is going on!
