Can you tell me this update will depend on whom to be deployed?

That one would be on each and every individual network and security device vendor in the world.  Basically, on the same chip & software vendors who have largely delayed IPv6 transition for decades.

There's no single and/or dominant international authority that could force these vendors into protocol adoption, if that's what you're asking of.  Otherwise, hypothetically, IPv6 adoption would've been enforced that way long ago.
