Offlist and with at least a partial apology for cynicism, but...

I see "fully open and overseen by the chair" and either staff or
a hired (?) lawyer as being a bit contradictory.   That leaves
us with volunteers and the obvious possibility --which would
require very little change to the existing model-- would have
that group consist of the chair and the most recent past chair
(who are already Nomcom members), maybe adding an additional
past chair if they concluded that was needed.
