Indeed, but up to recently travel to Japan was simply impossible for non-business travelers, then entry was severely limited in numbers. 
At this point it is difficult to understand what the conditions will be a few months from now, but it is important to know if in the discussion there were assurances given that IETF participation will be considered a valid reason for Japan to allow entry, and if that will reduce the number of hoops to jump through.

I have no opinion about Japan COVID policy but this question puzzles me. The virus does not care if you work very hard to write Internet-Drafts or if you came to climb mount Fuji. The risk of contagion is independent from your travel reasons.
