I think having fresh eyes, having the Chair and previous Chair be different people, etc., is a good thing. I've been a NomCom Chair and have been a voting member multiple times. In my opinion, the Chair has a lot of subtle influence. Maybe prohibiting anyone from serving in that position twice is too harsh but it should be a good long while before they could be Chair again, like maybe 10 years.
