The announcement does not mention who requested the status change. Would it be possible to disclose that information?

GOST R 34.11-94 is no longer recommended for maintaining compatibility since 2018. The hash function algorithm (informational) specification was neither obsoleted nor reclassified as Historic. Should the specification be reclassified too?

The "document" to support the request does not contain much information to form an opinion about the status reclassification request. Could the IESG please consider providing moreinformation, e.g. who forbid the use of the GOST R 34.10-94, GOST R 34.10-2001, and GOST R 34.11-94 Algorithms with the Internet X.509 Public Key
Infrastructure Certificate and CRL Profile?
