Yes, normally it's part of WG last call. Shepherds also generally make
an additional call to the authors prior to submitting a draft to the AD.
But that's all due diligence - the obligation to disclose is there anyay.

Third party disclosures are not obligatory, of course.

Correct me if i am wrong, but we are only doing explicit
ask for IPR against authors (should be contributors), according
to section 5.1.1. Not against section 5.1.2 - because we can't
(we don't know whom we would have to ask).
