For a number of organizations, workers are *not* allowed to click through
any terms and conditions, regardless of financial cost.

They have to ask the lawyers to review because of concerns about IPR "infection"

I'm told one Big Tech company has a 9-month backlog on that, so effectively,
those people can never follow the link.
