Good stuff. Suggestion: try get some set of people similar
to a subset of WG chairs to help evaluate submissions. (But
don't ask WG chairs to evaluate submissions related to their
WGs - the directorate tooling might help there.) I think the
goal of helping people already involved is one that's
worthwhile enough that it'd be a shame if selections
were done by people uninvolved. Another suggestion: maybe
talk to OTF and similar people who fund fellowship things
to see what they'd suggest that's much better than my
suggestions:-)

Trying to figure out how to help people not already involved
is another topic, but should be separable I'd guess.
