One of the advantages of the public call for volunteers is that it allows folks to know about the opening before it is filled. No, by itself it will not solve the problems. But it enables many improvements. I do know that there are some corner cases where ADs have had reasons for not making public calls. But I think it is a good tool.

Response rates for targetted calls to individual WG lists vary, though.
I agree that it's a helpful thing to do.
