Because it is perfectly OK to break a non-interactive service with a message that chances are good no one will ever see.  But when people realize the service is broken and turn their clients off, somebody will say “see, nobody was using this after all!”

It reminds me of the algorithm for determining whether someone’s a witch- throw them into a large body of water and see if they float.
