I have a few questions:

  1. Who proposed the draft charter?

  2. Who approved the draft charter?

  3. Why was the draft charter approved while there was an ongoing
     discussion with the IESG about it?

  4. Are the milestones listed at 
https://mailarchive.ietf.org/arch/msg/manycouches/UB3zrC22s1B89PEwAOM-Y488TRs/
     compliant with RFC 2418?
