While I’m not in the business of providing justifications here, I do like the differential pricing. The heavier your bureaucracy, the later you pay, and thus the more you pay. Lean organizations get away with low cost, expensive organizations get to spend the money they undoubtedly have. (If we do need the money, differential pricing is an easy way to bolster it a bit while minimizing the drawbacks of doing that.)
