Right, this seems to me to be a waste of everyone’s time.

the more general question is whether protocol housekeeping - specifically retirement of older / defunct standards and protocols, and reassignment of code-points - is useful.

There's a range of approaches that could be taken to the generalised issue, from "they aren't doing any harm", right through to "I have petrol, matches and a mission".

A scatter-gun approach to this is not useful. A draft examining some of the issues associated with the general case probably would be.
