I'm not sure I would go that far - I can imagine that one or two TLDs might 
be useful overall even if they are rarely queried.  e.g. .INT is useful
even though there aren't many domain names under .INT, and probably not
many queries for .INT.

But I wouldn't want to have too many little-used TLDs, for reasons having
nothing to do with root server load.
